This event began with the IRB looking for offer more competition for the A sides in tier one, and giving nations in the second and third tier a much better chance at competing. The competition expanded in 2007, and became six teams instead of the four that had competed the year before when the event began. Last year, the tournament was held at the Arcul de Triumf Stadium in Bucharest and featured defending champions Scotland A as well as Romania, Italy A, France A, Russia and Georgia, taking over for Uruguay who played in the 2010 Churchill Cup instead.
