The Pacific Nations Cup was previously known as the IRB Pacific 5 Nations, consisting of five sides from the nations of Fiji, Japan, Samoa, Tonga and New Zealand. Australia was also invited but declined, but then did host two games in the first year of the tournament. The competition begin in 2006 and now just consists of Samoa, Japan, Tonga and Fiji. The tournament format for the Pacific Nations Cup is a round-robin meaning that each team plays each other team once. Four points are awarded for a win and teams get no points for a loss. Two points are awarded if the game is a draw. Bonus points are also offered for various events, such as a point for scoring four tries or more in one match, as well as a bonus point if the team loses by seven points or less. The tournament schedule takes the Pacific Nations Cup teams through a calendar that begins in May and concludes at the end of June.

Last year, only three Pacific Island nations competed, as well as Japan. Samoa was able to win the tournament last year. Before that, it was New Zealand every year since the tournament began, as the Junior All Blacks in 2009 and as the New Zealand Maori in 2008.
